Refinery Turnarounds: Managing Vapor Risks During Hot Work

Refinery turnarounds compress some of a plant’s most demanding work into a narrow operating window. Every additional hour a major unit remains offline can affect production, utilization and profitability, increasing pressure to return equipment to service safely and on schedule.

That pressure exists across the refinery wherever equipment is being opened, cleaned, inspected, repaired or modified.


Hot work may be required on piping, exchangers, vessels, tanks, structural steel, utility systems, process equipment and other refinery assets. Welding, cutting, grinding and related work can occur in many different areas during the same turnaround, often alongside cleaning, flushing, equipment opening and other maintenance activities.


Complex process units such as hydrocrackers, delayed cokers and sulfur-processing systems are obvious examples.


Hydrocracker turnarounds may involve reactor inspection, catalyst replacement, exchanger and piping work, vessel entry and extensive hot work. Delayed cokers can require maintenance on drums, furnaces, fractionators, transfer lines and associated piping. Sulfur-processing areas may involve additional controls because of hydrogen sulfide and other hazardous gases.


But the underlying hot-work challenge is not limited to these units.


Across refinery work areas, one issue can be easy to overlook during planning: what is happening at grade level while equipment is being emptied, cleaned and repaired.


Steaming, flushing, equipment cleaning and washdown can generate contaminated liquids that enter process drains, oily-water sewers and wastewater collection systems. These systems are designed to carry contaminated water toward separation and treatment, but they may also contain residual hydrocarbons and hazardous vapors.


That becomes important when hot work is occurring nearby.


Process drains, catch basins, trenches and sewer openings can create potential vapor pathways between interconnected drainage systems and work taking place above grade. If flammable vapors are present, an uncontrolled opening can introduce an ignition hazard.


For turnaround planners, maintenance engineers and coordinators, drain and sewer management should therefore be considered during work-package development, isolation planning, hot-work preparation and simultaneous-operations reviews.


The questions are practical:


Where are the nearby drains and sewer openings? What systems are they connected to? Could vapors migrate through those pathways? What sealing, isolation, ventilation, atmospheric monitoring or other controls are required before work begins?


These questions become especially important in congested process areas where multiple crafts are working at the same time and conditions can change as equipment is opened, cleaned or returned to service.


Addressing these issues during planning can also prevent avoidable delays in the field.


An overlooked drain can delay a hot-work permit. Changing vapor conditions can interrupt work. An inadequate isolation method can force crews to stop, reassess and correct the problem before continuing.


Individually, these delays may seem small. Across a major turnaround, they can accumulate.


Efficient turnaround execution is not about trading safety for speed. It is about removing avoidable uncertainty before it reaches the field.


By identifying potential vapor pathways early and incorporating drain and sewer controls into hot-work planning, refinery teams can reduce disruption, protect personnel and keep critical maintenance moving.


For turnaround planners, maintenance engineers and coordinators, the objective is straightforward: return equipment and units to service safely, reliably and without preventable delays.
